



Causality Formula, Destructive Primal Behaviors & Cortex Values

Important: This article is a continuation of articles that explains how the Causality Formula works. If you have not read the previous articles please read the home page first. It will help you understand how this formula can solve personal, national and global problems.
Section 1.01 Understanding Primals
(a) A primal is defined as any person that has not yet been educated to the point of intellectual enlightenment. Primals are two dimensional and therefore extremely predictable and potentially dangerous. We know they live to satisfy their primal brain, their instincts, fears, beliefs, addictions, etc. Yes they have higher brain functions and values but those often times are used to justify satisfying their primal motivated actions and making excuses for them, or finding new methods of attaining the satisfaction they so desperately crave. With practice it is only slightly more difficult to predict the behavior of a primal human than it is the lose dog roaming your neighborhood.
(b) It is never acceptable to think in a prejudice manner concerning primals. Nor is it acceptable to call them primals. They are people that have not yet had the good fortune to be properly educated.
(c) Primals are used within the current Systems of Civilization to be used as slaves to keep the wheels of wealth and power well lubricated. They are slaves of ignorance, propaganda, primal economic systems, etc. They are just as capable of being intellectually enlightened as any other person. But they are not, so they must be considered potentially dangerous. They are part of the system and until they are liberated and deprogrammed they are dangerous to those who are enlightened.

Section 1.02 Definition Of The Term Destructive Primal Behavior
(a) Primal Behaviors are certain types of:
(i) Instincts
(ii) power struggles of all kinds
(iii) relationships
(iv) addictions
(v) emotions
(vi) beliefs based on any Primal Behaviors
(vii) certain environmental conditions can be considered primal
(b) Primal Behaviors are healthy behaviors, where as Destructive Primal Behaviors damage other people and those who practice them.
(c) Primal Behaviors are not just actions. For the sake of reducing confusion everything originating from the more primitive parts of the brain are considered Primal Behaviors whether they are literally behaviors and actions or not.
(d) Human predators, scavengers and parasites prey on any person, group of people, System of Civilization or any System of Nature they perceive weak enough to attack, without thinking that they themselves are being injured in the process. These are considered Destructive Primal Behaviors.
(e) All the power brokers prey on the people and to a lesser degree, all people prey on each other to satisfy their Primal Desires. Humans are currently all human predators, scavengers and parasites to some degree. Humans to some degree, all practice Destructive Primal Behavior to satisfy our Primal Desires.
(f) There are alternatives to Destructive Primal Behaviors. These alternatives are labeled Cortex Values or Cortex Behaviors. When Cortex Behaviors systemically replace Destructive Primal Behaviors most problems within that environment, that civilization, are solved.
Section 1.03 Definition Of The Term Destructive Primal Behavior
(a) Destructive Primal Behaviors are destructive when they harm
(i) any person
(ii) group of people
(iii) any System of Civilization
(iv) any System of Nature
(v) the civilization as a whole
(vi) humanity as a whole
Section 1.04 Primal Behaviors Are Natural, Natural Is Not Always Good
(a) It is natural for a hungry crocodile to eat you should he be given the opportunity. We can all agree that this aspect of nature is something we would prefer to avoid. While Primal Behaviors are natural they are not necessarily good in certain situations. There are those people who believe anything natural must be good. That is until the croc is chewing on them and then their tune changes.
For the Systems of Civilization to be truly civilized requires that we maintain a civilization where no Destructive Primal Behaviors are permitted to harm us or our total living environment.
No sane person would willingly sit next to a hungry lion yet we allow human predators to live and work among us who every day cull the herd of humanity. And if you should show any weakness, the slightest limp in your step for just one day, you could be the next zebra on the menu. Humanity must remove the human predators, scavengers and parasites because an environment of prey and fear will leave us pursuing happiness but never truly finding it.
Section 1.05 Destructive Term Primal Desire Or Cortex Behavior
(a) Primal Desires are desires derived from Primal Behaviors. For example a person has the desire to increase their territory by purchasing more land. This desire comes from the Primal Behavior territoriality. Therefore it is a Primal Desire or motivation. Virtually all current human desires and motivations are derived from Primal Behaviors. But this is only because humans have not been taught the alternatives, the advanced, more evolved alternatives.
(b) We will not find these evolved alternatives taught in any school system in the world. Nor will we find them taught in any religion. For example the 10 commandments provides 10 Destructive Primal Behaviors people should not do. This leaves a lot of ground not covered. And it does nothing to explain why we have those desires and how to turn destructive desires into constructive ones. Just saying NO is obviously not getting it done. Many devout religious people and so called highly educated people continue to practice Destructive Primal Behaviors. When the desire is there along side the opportunities and methods then there will be Destructive Primal Behaviors victimizing us all.
(c) The alternative to Destructive Primal Desires is Cortex Behaviors. Desires are motivations. When no Destructive Primal Desires are promoted or rewarded within the total living environment by any of the Systems of Civilization then that motivation is greatly reduced. When people are not addicted to any Destructive Primal Behavior then they are not nearly as motivated to practice that behavior. When people are systemically rewarded for practicing Cortex Behavior then they are even less likely to practice any Destructive Primal Behavior. It is the age old practice of using the stick and carrot on a total systemic level. This will all become clear as you read on.
Article II. Cortex Values
Section 2.01 Definition Of The Term Universal Cortex Values
(a) Cortex Values are moral principles and values which are created from the higher brain functions, not the primal parts of the brain which developed before the cortex. These values are created absent of addictions that might cloud the higher brain’s ability to rationally develop a constructive and principled value.
(b) Cortex Values are also rules that are absent of Destructive Primal Behaviors.
(c) A Cortex Value applied to a system of civilization must promote, reward and represent the pentacle of thoughtful, empathetic, evolved human ethics.
(d) A Cortex Value serves the people best when it is applied as a systemic rule, regulation or law, preferably supreme law. Supreme law is a much more difficult law to manipulate or corrupt by those with a Destructive Primal Behavior agenda.
Section 2.02 Definition Of The Word Cortex
(a) The higher functions of the human brain, the more recent additions to its functionality are designed to solve problems. This part of the human brain will be referred to as simply the Cortex.
Section 2.03 Civilization Uncivilized Or Civilized
(a) The US currently promotes, rewards, represents and subsidizes Destructive Primal Behaviors. But this can be changed.
(b) For a civilization to be civilized, which none currently are, requires that all Destructive Primal Behaviors be prohibited among the Systems of Civilization, the public servants and the community servants. Citizens are free to practice Non-Destructive Primal Behaviors in the real world (non-simulated environments).
(c) Civilizations are not civilized if their Systems of Civilization promote, reward, represent, or subsidize Destructive Primal Behaviors.
Section 2.04 Humans Can Not Physically Evolve Any Time Soon
(a) We as humans cannot and should not change the physical state of our brains in an attempt to evolve, with the intention of evolving to end our problems. We do not know enough about the brain and how it interacts with the body at this time to make an educated decision of this magnitude. So an attempt to remove Destructive Primal Behavior physically from the minds of all people in order to evolve is just a real bad Orwellian idea.
(b) We cannot physically stop being predators, scavengers, and parasites over night. All of us whether we are power brokers or not have the capacity to be predators, scavengers and parasites. And at times all of us practice this behavior. This Destructive Primal Behavior is programmed into our DNA in times when they were necessary to survive and thrive. Our brains are configured to process such behaviors. We can’t simply turn this off or punish it and expect to be done with it. Both efforts are foolish and only cause more problems down stream. The goal is to remove problems as to not trigger Destructive Primal Behaviors, to provide a full range of opportunities that are alternatives to Destructive Primal Behavior, and to reconfigure the Systems of Civilization so there is no method of using Destructive Primal Behaviors to hurt anyone or anything. We must reconfigure our Systems of Civilization to never reward Destructive Primal Behaviors. If there is no reward then there is no addiction. If there is no addiction then there is no compelling motivation to act in ways that cause problems.
Section 2.05 Universal Cortex Values Do Not Conflict With Personal Goals
(a) One can practice Cortex Values, be enlightened and not have this interfere with personal goals. One finds that once they practice Cortex Values their goals radically change. The satisfaction of achieving these new goals is far greater and more addictive than satisfying Primal Behavior goals or Destructive Primal Behavior goals.
(b) Because Cortex Values are not destructive and do not cause harm to others this is a clean, morally balanced, safe and productive addiction. More on this later. Unless you are intellectually enlightened you would not understand more than this. As you read this document your enlightenment will most likely improve.
Section 2.06 Finding Balance Through Cortex Values
(a) The Systems of Nature are superior in many ways to humanity’s Systems of Civilization. For example squid can dive deeper than our best nuclear submarines, plants can turn sunlight into energy better than our best solar cells. Nature almost always finds the best methods for achieving an optimal balance while expending as little energy as possible. Nature finds a course of least resistance just like the rivers that carve through the landscape. However, it is true that the laws of nature do in some ways conflict with our Cortex Values. Nature uses Primal Behaviors, some call this the laws of the jungle. Nature does this to maintain its balance. If humans did this then we would kill off the weak, or possibly kill off weak civilizations to increase territory, or do so to increase the amount of available resources, etc. But we don’t do this because ultimately our Cortex Values override many of our Primal Behaviors.
So while we have much to learn from the Systems of Nature we do not want to practice all of its laws within our Systems of Civilization. We must now choose very carefully which Primal Behaviors citizens will use, and which Primal Behaviors public servants will be allowed to use within all the Systems of Civilization while on duty. We must decide which Primal Behaviors, destructive and not destructive, will be legal or illegal.
This leads us toward a problem. Most of the Systems of Civilization we currently have were created, maintained or reconfigured by the top human predators, power brokers, and citizens, to promote and reward Destructive Primal Behaviors. Once we replace all Destructive Primal Behaviors with Cortex Values it is then necessary to create or change those Systems of Civilization that fail to comply with the Cortex Values.
We cannot expect to live in a primal concrete jungle yet continue to behave as an enlightened people who practice Cortex Values. Our total living environment must be in balance with our values otherwise we expend far too much energy in the form of time, effort and resources. It is not sustainable, humane nor enlightened to maintain an environment in direct conflict with those behaviors we aspire to practice and those behaviors we make lawful. Like the river we must forge a path of least resistance.
Section 2.07 Finding Moral Clarity Is Only Possible After Removing Primal Behavior
(a) It is possible to determine what decisions and actions are moral once primal thinking and primal behaviors are removed from the process. For example once emotions like vengeance, anger, hatred, and primitive beliefs, lack of options are all removed, and rehabilitation becomes a real process it becomes morally clear where the stance should be on capitol punishment.
The worst punishment a person can endure is one where they come to understand the full scope and breadth of their crime. Then they feel true remorse and suffer for what they have done. The people can take the moral high road and still gain satisfaction in the true success of rehabilitation instead of the empty satisfaction of revenge. A dead person cannot be punished or in any way suffer for their crimes. A person that doesn’t understand their crime is not punished for their crime instead they feel only victimized. And victimization is most likely what they felt to begin with. Nothing has changed in their mind. So capitol punishment like so many other primitive/false solutions accomplishes nothing except to diminish the moral clarity of the society. We say do not kill for it is wrong and then we kill.
(b) Any solution must be morally clear, uncomplicated, focused, fair for everyone, and intellectually enlightened, using Universal Cortex Values.
(c) A Cortex Value must adapt to the specific situation. A value or behavior that is common to many different circumstances is itself morally wrong and by every definition in error.
Section 2.08 Those Who Can’t Control Primal Behavior Have Serious Disadvantages
(a) One who has not learned to control their Primal Behaviors is:
(i) Prey
(ii) Predictable
(iii) Ordinary
(iv) Causes problems for others thus through causality eventually causes problems for themselves
(v) Easy to manipulate and control
(vi) Such a person does not control their destiny. They are either controlled by their fears, or other emotions, beliefs, addictions, instincts, etc. But they do not control their own destiny. They are most often manipulated by others quite easily. If the other person knows their fears, beliefs, addictions, etc then it is very easy to manipulate them even if they are a power broker. This is not what any person would want, especially not a power broker. Therefore it is a service to educate people how to substitute Destructive Primal Behaviors with Cortex Values and Behaviors. By removing prey and victims we remove the onset of many problems that start downstream.
Section 2.09 Destructive Primal Behavior Rewards Or Cortex Value Rewards
(a) For as long as there are opportunities to gain anything using Destructive Primal Behavior there will continue to be a struggle within each individual whether to use Destructive Primal Behavior or Cortex Values. This is why it is vitally important to insure that no System of Civilization ever rewards Destructive Primal Behavior in any fashion. Social, economic and all other systemic rewards must only be given for using Cortex Values. With no internal conflict and no reward expected people will be free of the stress, anxiety, continuous temptation, and general unrest associated with the internal conflict of choice between your basic good and evil.
(b) We the people are fighting each other every day. Some want to use Destructive Primal Behavior to increase individual wealth and power and some want us to work cooperatively for the greater good. At every class we see this battle waged. Division severely weakens any nation. This division must finally end. A nation of people that wars internally is weakened and ripe for external domination. We war economically within the US. We have become weak as a result. Now China can and is taking advantage of these weaknesses. This communist government is dismantling the economic infrastructure of the US without ever firing a shot. And if they do, or when they do, the US will fall as easily as Rome. In war they know better than to give us time to rebuild our factories. The attack would come very swift and decisive. That’s if they chose a war. Soon they will actually have that choice. By rewarding Destructive Primal Behaviors within we weakened ourselves. And Primal civilizations with very large militaries smell weakness and the subsequent fear.
(c) Civilizations like the United States were founded using reason and several Cortex Values. But at the same time it can be said that power brokers wrote the Supreme Law. The Founders were the power brokers of the day. When writing the supreme law for the nation it is no wonder they introduced some primal motivation or left loopholes that they thought may be personally beneficial in the future. If the Constitution they had written created a living environment where none of the Systems of Civilization allowed any Destructive Primal Behaviors to be rewarded then there would be no destructive competition between those citizens who choose to use Cortex Values and those who use Destructive Primal Behaviors.
Modern civilizations literally tear themselves apart with these internal conflicts, primal or cortex, destructive instincts or values, destructive addictions or values. These conflicts create a great many problems that pile one upon another. Over time this shapes all the Systems of Civilization in a precarious compromise.
It is not the Founders fault that the systems became both primal and had incorporated values, as this science was not yet known. When a civilization’s Supreme Laws allows any system to promote or reward Destructive Primal Behaviors then it is only a matter of time before subsequent laws are written to keep the systems operational. And since all laws are manipulated or written by power brokers and their lobbyists it is only a matter of time before the entire civilization becomes their hunting ground. A civilization that maintains any System of Civilization that rewards Destructive Primal Behaviors will have significant problems pile on upon another and will eventually collapse as a result.
Section 2.10 Changing Primal Behaviors To Cortex Values Are A Simple Black To White Replacement
(a) Every choice between using a specific Destructive Primal Behavior or its alternative a Cortex Value must be a simple black or white decision. A problem is not resolved by one change of a Destructive Primal Behavior to a Cortex Value. It may take dozens of changes in multiple systems. So there may be dozens of black and white, binary choices to make in order to solve just one problem. This is a matter of choosing what is right and good for all, or wrong and only good for some.
(b) The human brain is a binary system. The rules of behaviors and ethics must also be binary because the human brain must understand it otherwise no one can follow it. The human brain is binary in two different ways. The left hemisphere is separate from the right hemisphere of the brain. This separation and communication between the two halves is vital for coming to an understanding of information and events, and making decisions. The other binary system of the brain is between the older primal parts of the middle brain and the newer more exterior, more evolved parts. When rules are applied to what has been a conflict in the human brain since the dawn of civilization we can resolve the internal personal conflicts and the conflicts between each other, and thus resolve our problems. We must apply ground rules for this to occur otherwise nothing truly constructive will ever result. The power brokers will continue to dominate making prey of humanity as always.
Section 2.11 Primal Behavior Happiness Or Cortex Values Happiness
(a) If Destructive Primal Behaviors are no longer what motivates the individual then what Cortex Value should motivate us? In most cases there is only one Cortex Value motivator. This motivator for virtually everything we do as individuals is ‘happiness by means of helping others’. It has been determined in scientific studies that this form of happiness is the most gratifying of all the various forms, because among other things it carries with it an absence of guilt and selfishness. There is no negative emotional baggage with this form of self satisfaction.
The acquisition of wealth and power, the satisfaction of improving social ranking, mating, and all other Primal Behaviors carries with it a very temporary gratification accompanied with guilt and many other negative emotional baggage not found with achieving happiness via helping others. Happiness derived by helping others is the only known permanent form of happiness. This means that when one recalls what they did to help others in real need it is all positive.
Here is a fact most people do not know. The human brain can not distinguish between what the senses detect and what is remembered. For example the human brain can not distinguish between seeing the baby blue blanket that was used for comfort as a child and the visualization via memory of that same blanket. The brain sends the same type of peptides in the same quantity either way, meaning you get the same miniature high from the dopamine or whatever else is released by the brain to your body’s cells. Everything you think, decide, or do has emotions attached to it. Whether you are doing it for the first time or remembering something from 30 years ago. The actions that carry with them primarily positive emotions and thus positive peptides, is helping others who need help. Since the brain can not distinguish between action and memory the satisfaction of happiness is 100% positive.
(b) Scientific studies show that wealthy people are happier than middle class and poor people. This is attributed to the fact that the wealthy have the resources to consistently satisfy their ever escalating Primal addictions. Without those resources satisfying those Primal addictions they would be no happier than the middle class in this regard. Now imagine a civilization where all people are happy and acquire everything they need and want. But at the same time they suffer no Primal addictions what so ever. Their only addiction is the happiness they derive from serving others. What destruction would that addict bring to a society? Would he go on a 3 day helping spree? Would he shoot cooked chickens from a clock tower down at thin people thinking they were hungry and in need?
It is true that wealthy people are the happiest in a monetary economic system. But this does not mean they are nearly as happy as they could be. Their happiness rating is only a comparison between them and their less fortunate counterparts within a civilization corrupted by Primal Behavior. Their happiness is contingent upon their environment which in this case is rife with suffering, sadness, sickness and death. Their blinders to this must constantly be adjusted ever narrower. They must become colder, more apathetic to cope.
Imagine how great happiness would need to be in a civilization where there are virtually no problems and no victims. That kind of environment would create a level of happiness that we can only barely imagine, almost paradise, and it would be sustainable from one day to the next. It is not problems we crave or problems we will miss. A great civilization is one that has many challenges for people to remain vibrant.
(c) Wealthy people are happier because they have the resources to remove their personal problems. They are happier because they are not forced to live with as many problems as the poor. An advanced civilization does not have an economy based on a very primitive monetary system. So this inequality in happiness where the majority suffer so the wealthy may live like royalty is completely removed. The advanced economy which will be explained in detail later, will insure that all people have every opportunity to find happiness, not pursue it, find it, and just as important, keep it.
Section 2.12 Superior Values Require A Superior Environment
(a) Undereducated people on average cannot establish or maintain a set of values as equal, just and true as those people with a more advanced education. This is only true within a man made primal environment.
The deeper we each explore equality, justice, principles, morals, philosophies and all the other disciplines of higher learning the more knowledge we have to draw from in order to create and maintain a better set of values. It is not enough to have good values, the proper environment must be present to allow those values to flourish. Everything including morals and values requires an environment in which to thrive. The environment provides the opportunities to thrive.
(b) The Education Commission will insure that every citizen explores the human living environments of the world to understand how values flourish, die, or simply remain aspirations.
(c) Even if humans were advanced, enlightened, pure of heart and mind, eventually being human beings of emotion and addiction the primal environment would corrupt the majority of them. These people must create and maintain an environment equal to their values.
Section 2.13 Creating A New Value Is Done By Eliminating Destructive Primal Behaviors
(a) A value can best be created through the process of elimination. By taking an issue and eliminating the primal instincts, fears, emotions, primitive beliefs, private systems, dominating relationships, and all the other elements within the Causality Formula deemed negative or destructive a person or entity can easily reach a sound value position on a specific issue. Remember to aim as high as possible. Any goal that is too easily reached is not necessarily appreciated. This means that the highest level of equality, freedom, happiness, hope, and all other things we value must be maintained at its highest achievable level for as long as it does no harm to the individual, the people, the civilization, nature, or anything else no matter how insignificant it may at this point seem.
(b) From time to time new values will be created or evolve as civilization and technologies evolve. Remember to test, verify and test again that no person or system is damaged or victimized as a result. Expect a new Cortex Value to modify one or more Systems of Civilization. All Cortex Values will in some way modify systemically.
(c) A value is the accepted standard of right and wrong for a person or group, in this case a civilization. In some cases a value is the absence of the desires of the primal brain.
(d) Values are simply laws that no one has yet to write or enforce, yet it is values that are the most important laws to live by. As our environment turns hostile and more negative it is our ability to live by our Cortex Values that best says who we are. It is that ability to maintain our values in the darkest of days that proves our way of life, indeed this determines if our very lives are worth protecting.
(e) An advanced civilization will not use principles/values just because they sound right and just. It will use those values that have proven to help people and their total living environment. If a value is offered it must prove its ability to do good without degrading any of the other values and solutions already enforced/employed.
(f) Values are most commonly created to replace or regulate a Destructive Primal Behavior.
(g) Any citizen can suggest that a new Cortex Value be added to the Causality Formula. Before it can be added it must be run through the VES simulator to insure that it meets all requirements. It must not cause harm or victimize any citizen. It must serve and cooperate with all other values.
Section 2.14 Values Are No Longer Just Good Intentions
(a) Whenever we talk about the greatest potential of humanity we use values. Instead of values being used as good intentions it is possible to apply them to our systems of civilization. When this is created, maintained and enforced properly we will collectively reach our true potential. Within this advanced civilization and the laws and regulations born from it our values will be applied and enforced within the systems of civilization. Values must no longer be just platitudes. They must become the law of the systems of civilization and the laws that all public servants abide by. Some of these laws would require that the citizens follow certain values as well. But this would only be to insure that all people can live happy and free lives. The vast majority of burden would be placed upon those who maintain the Systems of Civilization.
Section 2.15 Values Corruption
(a) Values as principles come from the cortex, the higher brain functions, but are often distorted over time by an environment filled with Destructive Primal Behavior. People learn to justify the selling out of their values in order to satisfy their primal side and the addictions that form from it.
(b) Public servants will anticipate these temptations and take appropriate care to guard against them. They would most certainly be held accountable and responsible.
(c) VES will educate all students on how to maintain a level of safe duality. While it is acceptable for them to explore their primal side it may never become a factor which leads to the deterioration of the systems of civilization or nature. If this should occur then a steady deterioration of primal satisfaction would result leaving only primal addictions in a very limited and primal environment. Addiction is slavery, whether it is self imposed or not.
(d) There would be systemic safeguards to insure that public servants and citizens who fall victim to corruption would be identified. This would be a Healthcare related procedure. Ones personal doctor, under patient confidentiality, would identify destructive behaviors and addictions. The patient would be treated accordingly. This is explained in greater detail later.
Section 2.16 Values List
(a) An advanced civilization would create a specific and well defined list of values for all citizens to see and understand, and so they know exactly what to expect from their public servants and this advanced government. This list below is a partial list to be added upon by the advanced government. The first ten have been provided.
(i) Equality
1) True equality where all people are valued equally in every respect.
2) Without equality being the first priority none of the other values will be provided to all equally. Inequality triggers the golden rule instinct which leads to conflict, social unrest, war and many more negative and destructive elements within the civilization and between civilizations. If one is not equal then their life, their health or any other value may be considered less than for someone else. If one is valued less due to inequality then all the other values become less as well, such as life, health, quality of life, etc. Within the US people are not equal, some are more deserving of life than others, some are more deserving of healthcare than others, etc.
3) Children are valued, respected and treated as equals because they will one day be the strong that protects us, the weak.
4) Elderly are valued, respected and treated as equals because they fought to create and maintain the nation giving everyone what they have now.
(ii) Life
1) Respect for all human life, this greatly helps to avoid future conflicts, competition, and catastrophes between civilizations.
2) Respect for all other life, this helps to maintain balance in an eco system where human populations continue to expand. Prevents a war with nature where we are guaranteed to lose even if we win.
3) Improve life expectancy.
(iii) Health
1) Free healthcare for all.
2) Zero suffering due to illness or injury.
3) Cures are the priority, not symptom relieving drugs for profit.
(iv) Quality of life
1) Remove all crisis level issues and sub issues, remove all major and minor problems relating to systems of civilization.
2) Eliminate debt, externalization, leverage, conflict, competition, all forms of systemic victimization…
3) No systems of civilization geared to satisfy primal instincts, addictions, false beliefs, etc.
(v) Freedom
1) Free to live without being controlled by power brokers who manipulate instincts, addictions, false beliefs…
2) Free to move through all lands without barriers or restrictions.
3) Freedom to achieve ones reasonable goals and dreams without systemic limitations.
(vi) Security
1) The strong protects the weak. The more knowledgeable protects the less knowledgeable. The stronger of body protects the weaker of body.
2) Never leave any citizen or soldier behind under any circumstances.
3) Security through strength, and deterrence through non-nuclear means of advanced technologies, which greatly surpass that of the US.
(vii) Justice
1) Remove punishment and the perpetuation of victimization in favor of rehabilitation of citizens, not teaching criminals how to be more proficient.
2) All people treated fairly and with respect. No competition in trial system.
3) No profiting from the justice system as lawyers and corporations often do.
(viii) Standard of living
1) Optimum standard of living for all citizens equally through an enhanced economic system and major changes to the infrastructure and industrial processes.
2) No social ranking, envy, jealousy, competition, theft, murder or conflict due to variable prosperity, all prosper equally and fully.
3) Standard of living for every citizen greater than that of average US millionaire.
(ix) Human Progress
1) A technologies industry capable of creating and developing new technologies on a scale never before achieved.
2) A low cost yet safer space program that puts colonies on the moon, Mars and in space for all those who wish to go.
3) A new system of infrastructure that guarantees the health of the natural habitat no matter the size of the human population.
(x) Posterity
1) No action will be taken by government or by any systemic element which would harm those for at least the next 7 generations.
2) No child shall suffer mentally or physically as a result of any action or inaction taken by government.
3) The environment shall be protected for the posterity.
(b) These values listed above are standard values. A Cortex Value is different. It takes a specific System of Civilization and a specific situation and then lists all the Destructive Primal Behaviors, and beside each one lists the appropriate alternative Cortex Values. For example in the Economic System a Destructive Primal Behavior would be Destructive Competition the appropriate Cortex Value would be Constructive Cooperation. Another Cortex Value would be Constructive Competition, yet another would be Constructive Challenges. These would all be specifically defined under the category Economic System.
Section 2.17 Maintaining Values
(a) The values of an advanced civilization are the cornerstone principles which bind the civilization together. All institutions and public servants of this civilization’s government would follow, maintain and serve these values.
(b) It would be the duty of every citizen to insure that the values established by this advanced civilization and the laws born from it are protected, maintained and enforced within all the systems of civilization, and for all the systems of nature, as it relates to human interaction with them, for the people, and for the overall benefit of all humanity. This effort should never lead to the destruction or destabilization of this advanced civilization.
(c) Systems of civilization built upon values can be established, monitored, regulated and enforced. These systems will then work to benefit the people of the nation. Systems of civilization governed, legislatively changed, and judicially changed by those who constantly strive to satisfy their primal brain cannot be controlled. Such corrupted systems will never work to benefit the people of a nation. Values must be made into laws and regulations and completely enforced by public servants who strictly adhere to the Cortex Values established. This forces them to serve, protect, and represent the people and their nation. Destructive Primal Behavior or the satisfaction thereof by public servants may not supercede the values established. Public servants must adhere to the established values. Citizens are required to adhere to regulations and laws only. This leaves citizens free while forcing public servants to serve the people.
(d) An advanced civilization is founded on the values of respect for human dignity, freedom, fair democracy, true equality, the rule of law and respect for human rights, including the rights of persons belonging to minorities. These values are common to the Cities in a society in which pluralism, non-discrimination, acceptance, tolerance, justice, solidarity and equality between women and men prevail. The values of this advanced civilization are many. It is these values which will replace that which has plagued humanity for thousands of years. The plague has been the inability of humanity to develop systems of civilization devoid of the Destructive Primal Behaviors as listed within the Causality Formula. The values of an advanced civilization shall systemically replace these destructive elements anywhere within the systems of civilization in order to usher in a new era of peace and unity. The people of this civilization are free to explore the primal elements as individuals in order to better learn from them and control them. They may use them to seek gratification and pleasure when not harming others or forming a destructive addiction. This government and all of its public servants may not practice these elements while on duty.
(e) Maintaining Cortex Values among all the Systems of Civilization requires a very thorough network of redundant checks and balances, regulations and laws. These have all been written and will be explained later in detail under each of the various Systems of Civilization. An advanced civilization can only survive and thrive if its government is completely open to and fully monitored by its citizens. This is possible even under the most demanding security concerns when certain conditions are put in place.
(f) There can not be compromise with those who try to be domestic power brokers. They will always, always create or corrupt the systems in a manner that best suits their primitive desires. An advanced civilization must be vigilant every day against power grabbing. An entire section is devoted to power and power brokers, and how to remedy these problems.
(g) Cortex Values, any values, are not maintained through faith, but through hard work and vigilance. It is a daily job to maintain what is most important.

The only way to improve a nation or the world is by creating a full strategy that addresses all the primary variables.
